Vermont Slauson Local Development Corporation (VSLCD) is seeking proposals from qualified and experienced individuals, organizations, and/or institutions to provide small business technical assistance to clients enrolled in the City of Los Angeles BusinessSource Program. VSLDC anticipates that contracts will be awarded to successful proposers for an initial period of twelve (12) months, April 1, 2017 to March 31, 2018 with an option to extend with two (2) additional one-year terms. At VSLDC’s sole option, any extension of the contract term will be contingent upon the availability of funds, evaluation of subcontractor’s performance, subcontractor’s continuing compliance with applicable federal, state, and local government laws and regulations. VSLDC reserves the right to adjust the contract term, amount and scope in order to best serve the needs of its BusinessSource clients and regulations of the grant or fund sources.

 

 

Proposers should have experience in at least four (4) of the

following 12 service areas:

 

1. Entrepreneur/Business Preparedness

2. Business Accounting Fundamentals

3. Marketing/Social Media

4. Business Permitting and Licensing

5. E-Commerce

6. Web Development

7. Green/Clean Tech Transitioning and Certifications

8. Business Coaching & Technical Assistance

9. Market Assessments

10. Business Plan Development

11. Site Finding & Lease Negotiations

12. Business Needs Assessments

 

Proposers are welcome to bid between $5,000 and $20,000. All bids will be reviewed for

demonstrative ability, services proposed, and cost.

 

Scope of Services

Proposers are applying for a Subcontract(s) with VSLDC South Los Angeles BusinessSource Center. The services subcontracted include but are not limited to: client/business enrollment, business permit/licensing, marketing consulting, lease negotiations, land use, job creation and retention. Proposers shall provide technical assistance to small businesses located in the City of Los Angeles.

 

  • Proposers may provide assistance to pre-startups, start-ups, and operating businesses in developing business plans which includes the teaching of marketing techniques for identifying new customers, retaining existing clients, social media, web site development, public relations and customer service.

 

  • Proposers may provide assistance to pre-startups, startups and operating businesses on how to navigate city, county, state and federal permitting process, including proper licenses, planning and land use permits and variances.

 

  • Proposers may provide assistance to pre-startups, startups and operating businesses with business plans, market assessments, site selection, and market assessments.

 

  • Proposers may provide assistance to pre-startups, startups and operating businesses with developing basic accounting processes, improve existing fiscal management, and filing taxes in accordance with regulations and business development.

 

  • Proposers may be required to generate verifiable new jobs through the provision of business services, as proven by the generation of signed BusinessSource Registration forms, HUD forms and other required documentation with case notes adhering to VSLDC rules and regulations.

 

  • Based on performance and funding contract may be eligible for two one year extensions.

  1. The bid should be no more than three (4) pages in length (Not including cover page), Microsoft Word or PDF format, and 10-12 point font.
  2. Describe ability and experience demonstrating at least five (5) years of experience in small business development, business technical assistance, and working with local and state economic development departments and/or community organizations. Applicants must cite previous accomplishments vs. stated goals and offer referrals of organizations or clients for whom they have performed similar work. Failure to provide referrals, relevant examples, and/or sample work will be considered non-responsive.
  3. Describe program design and current services that proposer provides to the local community that are most similar to the program proposed in this IFB. If program has engaged in permit & licensing, successful business results, provide quantifiable evidence of the number and type of workshops the proposer has successfully provided up until now. Narrative should provide information on the types of businesses that are served through the proposer’s existing programs, with detail on industry and size of business.
  4. Describe three to five suggestions for potential trainings or proposed services.
  5. Bid must include a separate bid amount for each Service Area that is selected
